Arizona's children who are usually in need of temporary or permanent residential facilities are the teenagers, toddlers and infants. A lot of these children have special behavioral and medical needs, and some are siblings who elect to be in a home together. Until September 2009, there were about 10,100 children who had need for out-of-home care, 82% of which were placed with relative guardians or foster care. Majority of the children who were in out-of-home care were the toddlers, followed by the 13-17 age group who accounted for 25% of the total.
